Presidential term is 4 years, so Trump is still the President. Congress (House of Representatives and Senate) term is 2 years; hence the midterm election. If Democrats gain controls over the Congress, then, Trump will not be able to gung-ho anymore :) democrats have opposing views on some of his/republicans policies - particularly spending that impacts the cost of living/consumer.
