why price drop instead of rise ah? or the RM 11 is only a proposal price , they may change it?

If u receive buying letter that mean they confirm will buy, however if they unable to get more than 90% it will be failed to delist. The price may ruin, but I don’t think with current pe , any share holder will reject the proposal
